Care for Children and the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) in Cambodia signed a Memorandum of Undersdtanding (MOU) on 13th January, 2022, in the capital Phnom Penh, marking the official launch of Care for Children’s work with the Cambodian government.
The signing ceremony was held at the Ministry of Social Affairs, Veterans and Youth Rehabilitation, attended by officials and representatives from both parties. Care for Children’s Founder and Executive Director, Mr Robert Glover OBE, Group Head of Operations, Mr Phill Gray, and Group Head of Training, Mr Tim Taylor, represented Care for Children at the ceremony. His Excellency Vong Soth, Minister of Social Affairs, Veterans and Youth Rehabilitation, accompanied by officials from the Department of Child Welfare, signed the MOU. During the ceremony, MoSVY shared their progressive policies on alternative care for children, and how they have been implemented across the country. Care for Children will be dedicated to serve Cambodia’s child welfare system by bringing over 20 years of experience and expertise in developing family placement care reform for orphans and vulnerable children in Asia.
His Excellency Vong Soth, Minister of Social Affairs, Veterans and Youth Rehabilitation remarked:
“Thank you Care for Children for your support, which is very much in line with our desire to see all Cambodian children in families.”
British Ambassador Tina Redshaw commented:
“I have seen first-hand the great work Care for Children has achieved in China. I am delighted that a British organisation is able to support our Cambodian friends.”

Care for Children’s Group Head of Training, Mr Tim Taylor, will be moving to Phnom Penh this year from the UK, together with his wife Ruth and their four children. Tim will lead a Care for Children office that will work with MoSVY to develop family placement care as a positive alternative to institutional care for orphans and vulnerable children. Mr Taylor received a Masters in Social Work from Goldsmith University, and has 15 years’ experience of managing family placement and child protection in London. Tim is to act as a consultant to MoSVY, working closely with the Department of Child Welfare. This move signifies Care for Children’s expansion and growing impact on more Asian countries since the launch of our projects in China, Thailand, and Vietnam to fulfil their vision to see ‘a world of children in families’.
Mr Robert Glover commented:
“We are sending our very best to Cambodia. Care for Children will only be successful when MoSVY have a successful model of family placement for disadvantaged children in their care. Social welfare reform is important to make sure the children we serve get the best start of life.”
