
Care for Children recently welcomed a delegation from Cambodia for a week-long study visit to the United Kingdom, designed to explore best practices in family-based care and foster meaningful connections with leaders in the sector.
The delegation of 11 was led by His Excellency Chea Somethy, Minister of Social Affairs, Veterans and Youth Rehabilitation, and also included Mr. Souny Vongvisiddh, Secretary of State of Ministry of Social Affairs, Veterans and Youth Rehabilitation, and Mr Phi No, Director of the Child Protection Department.
The visit began with a formal welcome by David Lammy, the UK’s Foreign Secretary in the Foreign, Commonwealth and Development Office (FCDO). Discussions centred around the positive developments made in Cambodia’s child welfare in recent years, including the support from Care for Children to develop family care, and the importance of robust government support and community involvement in ensuring children grow up in loving family environments.
The Cambodian delegation also met with representatives from the Department for Education and Southwark Social Services. These sessions offered a closer look into the practical workings of the UK foster care system, from policymaking to frontline social work. Particularly inspiring were the conversations with foster parents and family placement workers, who shared their personal experiences and the impact of providing stable homes for vulnerable children.

A highlight of the trip was a special visit to Kensington Palace, where the delegation had the honour of meeting Care for Children’s Royal Patron, HRH Prince Michael of Kent. The purpose of the meeting was to sign a new three-year project agreement between the Cambodian government and Care for Children, signed by His Excellency Chea Somethy and Dr Robert Glover, Care for Children’s Executive Director, and witnessed by HRH Prince Michael.
The week concluded with a visit to the University of East Anglia's Centre for Research on Children and Families. Here, the delegation explored world-leading research on child development and the long-term benefits of family-based care, lending further insight on global best practices.
Care for Children remains dedicated to supporting Cambodia in its journey towards a more sustainable, family-focused care system. The insights and relationships formed during this study visit will play a crucial role in shaping future initiatives and strengthening Cambodia's capacity to place children into loving families.
